Biography

The Commission was organized at the beginning of 1993 under the chairmanship of City Councilmember Jacquelyn B. Clarkson. The Commission was a voluntary, nonprofit organization that recognized that its activities would "be entirely dependent upon public and private support." Its overall goal was to include recognition of the anniversary within the framework of regular festivals and other events sponsored by the local tourism industry. A birthday party on September 5 in Jackson Square was the major special event put on by the Commission.
It appears that the Commission was less than 100% successful in making the 275th anniversary a major part of the city's 1993 schedule of events. In the words of Mary Ann Grigsby, coordinator of the Commission's activities, "There wasn't much to the275th City anniversary--the casino lease got in the way."

The records, in one document carton, include meeting minutes, correspondence, reports, lists, memorandums, financial records, notes, and miscellaneous materials. Also included are several color photographs taken at the Jackson Square birthday party, a proclamation signed by Governor Edwin W. Edwards, and a copy of the Jean Lafitte National Historical Park's "New Orleans' Legacy, Education Program Proposals," designed especially for the anniversary year.

Scope and Contents From the Collection:

A former superintendent of the New Orleans Police Department (1960-1975), Chief Giarrusso's interest in the NOPD and in law enforcement continued through his years on the Council, an interest that is reflected in these records. Other issues that are particularly well represented relate to public utilities policy and regulation, gambling and the city's proposed land-based casino, and anti-smoking legislation, for which the Chief acted as one of New Orleans' strongest advocates.
