Scope and Contents

It is clear that this small group of records does not come close to comprising the Records of the Division.

Of the records present in this series the four-volume Consulting Report of Various Parcels of Real Estate in Area Known as Treme (1996) is of particular interest since it documents many buildings that were standing in the neighborhood in the years prior to the destruction wreaked by Hurricane Katrina and the flooding that followed.

Biographical / Historical

The Division of Housing and Neighborhood Development assisted in providing decent housing and suitable living environment for the citizens of New Orleans. Towards that end it developed policy, coordinated housing and neighborhood iniatives, and supervised federally funded housing programs.

Key functions included:

-providing financial and technical assistance (through grants, awards, etc.) to persons who could not afford to make needed repairs to their properties by private means -empowering residents to improve the quality of life within their communities maintaining the City's Consolidated Plan for Housing code enforcement -monitoring/oversight of social service programs -management and disposition of adjudicated properties

In carrying out these functions the Division worked through community-based organizations, banks, and churches to enhance quality of life for low and moderate income citizens, to improve the appearance, and to facilitate the revitalization of the Crescent City. It encouraged the formation of community-based organizations as well as the undertaking of cooperative endeavors involving such groups.
