Scope and Contents

The official proceedings are 6 manuscript volumes of the meeting minutes of the First Municipality Council. They record the legislative proceedings, which include elections, texts of and votes on ordinances and resolutions, and transcripts of reports made to the council. After the dissolution of the Orleans Parish Police Jury in 1846, the Municipality Councils assumed emancipation powers; official proceedings also include records of the council's deliberations relative to petitions to free enslaved individuals.

The first three volumes are recorded in French and the remaining are in English. An overlap between volumes 3 and 4, as well as the indexing, suggests that additional French and English volumes existed; these however are not a part of our collection. There are two index volumes for these records, indexing selected subjects considered at the meetings for the period 1844-1852. These indexes are in English and volume 1 (1844-1850) refers to two earlier volumes (1844-1845 and 1845-1847) of English-language proceedings that do not exist in our collection. The volume 2 index does correlate with volumes 4-6 of the Official Proceedings.

Published versions of the official proceedings, in both English and French, are also available in AB301 1st Mun as well as in the newspaper. The proceedings of the secret (closed door) meetings of the Council may be found following the same records for the Conseil de Ville, mf AB300 1823-1836 SecSes.
