In 1990 the City Planning Commission began work on a new master plan that came to be known as New Century/New Orleans. It was intended to be the blueprint for the city's growth into the 21st century. The Commission enlisted the aid of a thirty-member Citi zen Advisory Committee to help identify important issues for long-range planning and to emphasize the need for citizen participation in the planning process. The process focused on five key areas, one of which was Arts, Recreation and Culture. These recor ds document in part the identification of goals and priorities for the development of new arts, recreational and cultural opportunities in the Crescent City.
