Biography
In March 1867 Congress passed the Reconstruction Acts which, among many other things, divided the South into military districts. The Acts placed Louisiana and Texas in the Fifth Military District under the command of General Philip Sheridan.

This includes the majority of mayoral records held by the archives regarding the Federal Administration of New Orleans falling the occupation by Union troops in 1862 through the official end of the war in 1865 and into Reconstruction. Scope and Contents
The general orders were published in two volumes, one for 1867 and the other for 1868. Each order is "signed" by the Assistant Adjutant General and also carries the actual signature of a second, usually inferior, officer.
Most of the orders deal with personnel matters (transfers, appointments, changes in command, etc.) and various matters concerning the military and/or the civilian population. Many of the orders deal with courts martial, giving the name, charge, plea, finding, sentence,...
