According to the city's 2001 Operating Budget, "The Council Research Office drafts ordinances, motions, resolutions and correspondence for Councilmembers on projects and programs requiring their intervention or support. This program provides assistance for all members of the City Council and its committees in legislative and administrative matters." The office developed from the former Budget Analysis & Research Office that assisted the Council prior to the mid-1970s.
